Thrum Terms of Service
Last updated: 15 October 2026
These terms are the agreement between you and Thrum. By creating an account or using the app, you accept them. If you do not, please do not use Thrum.
⚠ Thrum is not an emergency service
In an emergency, call your local emergency number — 911 in Canada and the United States, 112 in much of Europe, 112 or 199 in Nigeria.
Thrum is a noticeboard where neighbours tell each other what they are seeing. It is not connected to the police, fire service, ambulance service, or any government or emergency authority. Nobody is monitoring it. Posting here does not summon help and does not report anything to the authorities.
Two things follow from that, and both matter:
- A pin is not a verified fact. Reports come from members of the public who may be mistaken, may be guessing, or may be lying. Treat everything as someone's unverified account, not as confirmed information.
- An empty map does not mean nothing is happening. Pins expire by design, and most events are never posted at all. Silence here is not safety.
Never delay contacting emergency services in order to post, and never rely on Thrum to decide whether a place is safe.
Who can use Thrum
You must be at least 13 years old. If you are under the age of majority where you live, you need a parent or guardian's permission.
One account per person. Do not impersonate anyone, and do not use a name designed to suggest you are an official body — a police service, a council, an emergency authority — when you are not.
Your account
You are responsible for what happens under your account and for keeping access to it secure. Tell us if you believe someone else is using it.
You can delete your account at any time from Account Settings → Danger Zone. Deletion is permanent.
What you may not post
Thrum is for reporting what is happening in a neighbourhood. Do not post:
- False reports. Inventing an emergency, a crime, or a hazard is the most harmful thing you can do here, because people act on these.
- Content that harasses, threatens, bullies or targets a person or group.
- Hate speech, or attacks based on race, ethnicity, nationality, religion, gender, sexual orientation, disability or age.
- Someone's personal information — home address, phone number, workplace, vehicle plate — without their consent.
- Photographs of people taken in a way they would reasonably object to, particularly children.
- Sexual content, graphic violence, or content glorifying either.
- Content promoting illegal activity, or anything that would break the law where you are.
- Spam, advertising, or repeated posting to manipulate what others see.
- Anything infringing someone else's copyright or trademark.
Posting a deliberately false emergency report is grounds for immediate and permanent removal. Depending on where you are, it may also be a criminal offence.
Your content
You keep ownership of what you post. By posting, you give Thrum permission to store it, display it to other users, and distribute it within the app, for as long as it exists on the service. That permission exists only so we can run the app, and it ends when your content is deleted.
You confirm that you have the right to post what you post.
Assume anything you post is public. Pins, comments and your profile are visible to other people, including the location you choose for a pin. Posts in a private community are limited to its approved members — but those are still other people, and we cannot control what they do with what they see.
Moderation
We can remove content and suspend or terminate accounts that break these terms. We try to be proportionate, but we do not guarantee any particular process, and we may act immediately where there is a risk of harm.
Tools available to you:
- Report a pin or an account from its menu. Five reports hide a pin automatically, pending review.
- Block someone, and neither of you sees the other's posts or comments, neither can contact the other, and no notifications pass between you.
We do not pre-screen content. Most of what you see has not been reviewed by anyone before it reaches you.
Lost & Found
Lost & Found connects people privately. It does not verify anyone.
- Contact details are exchanged only after a claim is accepted by the person who posted the item.
- We do not check that a claimant is telling the truth, and we do not verify that an item belongs to whoever claims it.
- Meeting a stranger carries risk. Meet in a public place, in daylight, ideally with someone else present. Do not send money or share financial details.
- Any arrangement you make is between you and the other person. Thrum is not a party to it and is not responsible for the outcome.
Things expire
Pins are deliberately short-lived — from two hours for police and emergency reports to thirty renewable days for lost items. Confirmations from neighbours can extend them within limits.
We may change these lifespans. Do not rely on Thrum as a record of anything: it is designed to show the present, and it forgets on purpose.
Availability
Thrum is provided as it is. We do not promise it will be available, uninterrupted, accurate or error-free, and we may change or discontinue features at any time.
We may need to suspend the service for maintenance or for reasons outside our control.
Limitation of liability
To the fullest extent the law allows:
- Thrum is not liable for anything that happens as a result of information posted by users, or missing from the app.
- Thrum is not liable for any interaction between users, online or in person, including anything arising from Lost & Found.
- Thrum is not liable for indirect or consequential loss.
Nothing here limits liability that cannot be limited by law, including for death or personal injury caused by negligence, or for fraud.
Some places do not allow these limits. Where that is the case, they apply to you only as far as that place permits.
Ending this agreement
You can stop using Thrum and delete your account at any time.
We can suspend or terminate your access if you break these terms, or if we stop operating the service. Sections that by their nature should survive — content permissions for anything still posted, liability limits, and the governing law below — continue to apply afterwards.
Changes to these terms
If we change these meaningfully, we will update the date above and tell you in the app. Continuing to use Thrum after a change means you accept it.
Governing law
These terms are governed by the laws of the Province of Ontario and the federal laws of Canada that apply there, without regard to conflict-of-law rules. If you use Thrum elsewhere, you are responsible for complying with your own local law.
